How GDPR privacy laws affect US businesses
The US has an agreement with the European Union on law enforcement. This means all of the European privacy laws can be enforced on US businesses and they are facing fines if their website is not compliant.
Now since the EU considers IP address to be 'Personal information' the visitor doesn't even have to purchase anything... Just browsing the website's front page is sufficient to expose the website owner to GDPR's authority.
Bottom line: US businesses are at just as much at risk as European businesses to this new privacy law.
An entire industry has sprung up overnight to help businesses around the world comply with these new regulations. Many of the big tech companies including IBM and Microsoft are charging fortunes for 'GDPR compliance services':

Pro Tip: Blocking EU Traffic Is Not Enough
Simply blocking web visitors from the EU doesn’t stop any European citizen who is visiting the states from browsing your website (especially a problem in New York, Miami, Chicago or any other euro-tourist heavy city). PLUS European citizens are using VPNs to hide the fact that they are browsing from Europe (Since many American news site have been blocking EU traffic) and if they land on your or your clients site, then you are held liable for the information that is collected.
